  Yes, these are elastic and will stretch over your cushion without needing to be removed.
- My chair seat is 18inches across with these seat covers fir?
  
  It will depend on the shape of your chair, if it is round it should fit easily. Returns are free within 30 days if the product does not work out for you.
- Do these slip covers come in 18 inches?
  
  They are only available in one size.
